Great question. Yes. He is creating everything. But creating using His
material energy is different than creating using His spiritual energy.
His spiritual creations are not subject to "beginning, middle and end"
In our present materially conditioned state we are not able to conceive
of how that can be. Our only experience of creation means, being born,
living for a while and then dying. Or
for machinery and objects... coming into being, lasting for some and
then deteriorating. His spiritual energy is not subjected to time...
past present and future. There is only eternal present. How He is
creating spiritually (the word "sourcing" would describe more
accurately) can be realized when we become free from the false ego of.. I
am this body and mind. Which means purified senses. Which means
devotional service. Which can be as simple as just chanting the Hare
Mahamantra when received from a pure devotee and when done attentively.
Venugopal das has answered nicely. He left out a very important aspect and that is potency. As with the material sky having an array of energetic potency so it is with the celestial sky and both are in proportion to the vibrations of time, place, and circumstance.
