NOT ON THE PAYROLL

In order for someone to be able to make unbiased, objective observations, comments...and discussion.
They cannot be on the payroll...
They cannot be angry they are not on the payroll.
They cannot want to be on the payroll. 
They just have to be "not on the payroll."
There has to be a class of devotees who are independent.
